People picker cannot find new added user in particular role

Our jira is AD integrated. Recently I add a user to specific AD group. After that I sync on JIRA and able to get the new user account in JIRA user management function.

Then I want to assign the new user to a project's "Developer" roles. But I cannot add the user because people picker not show. However I can add the new user to other role.

Why is that and what should I do?
