Perform action on remote link in Jira issue

Jira issue has remote links. When the remote link is removed or a new remote link is added, I want to tell remote application that something has happened via http call. Can you please provide some pointer or document link which will tell how to add such functionality in Jira plugin.

Also is it possible to send http calls to remote application if someone hovers on remote link?
