Need support how to restrict the ability to assign issues to users who are not present in the project,

Is there any permission to restrict the users.

There are 2 permissions related to assigning issues.

Assign Issues -> Permission to assign issues to users. Also allows autocompletion of users in the Assign Issue drop-down. 

Assignable User -> Permission to be assigned issues.

What groups/roles do you currently have for the projects for these permissions?

Is this for a Team Managed project or a Company Managed project?

You can restrict who has permission to edit the Assignee field using the Assign Issue permission. That does not restrict which users can be selected in the field. That permission is available in both the Company Managed and Team Managed projects.

You can restrict which users will appear in the list using the Assignable User permission. However that permission is available only for Company Managed projects.

With native Jira functionality you cannot make the list of available users change based on who is editing the field.
