yes, you could setup this behaviour through workflow properties.
In particular, you can setup step/status properties like jira.permission.* .

Please add the following properties as step properties in your status:
It should prevent all users (out of jira-administrators) to attach or delete files just for that status and not for all the others.
If you remove these properties, are users able to attach/delete files?
I just performed a test on my local env and it works like a charm.
