I am working with permission schemes - Jira Cloud.
I have setup two computers and two separate users within my Jira cloud project. One machine is for admin and the other is for general user.
I went to Issues > Permission Schemes > etc.... I have removed permissions for comments for everybody. I expected my test to prevent adding, editing, deleting any comment for any issue on my Jira project. This was not the case. My general user could add, edit and delete any comment.
I've set the scheme, then restarted the browser.

The first step is to determine the type of project that you are using.
Go to the Projects menu and select View All Projects. Find your project in the list. Tell us what it says in the Type column for your project.
Permission Schemes apply only to Company Managed project. They don't apply to Team Managed projects.
If you are working with a Company Managed project you can find out what Permission Scheme is associated to the project by going to the Project Settings option for that project, and clicking on the Permissions option. The screen that displays will show the name of the Permission Scheme used by the project, and the configuration of the permissions in that scheme. Example:
If that is similar to what you see, if you provide us screen images that show all the Permissions and their settings we can help you debug what is occurring.

Not to mention that it seems you can't change the type. It's a mission to create a new project, then move everything over to it.
Not much fun to be had.
