Permission to create projects and workflows

Hi guys,

Is there a possibility to grant some users the permission to create projects and workflows without the administrator role and without being able to view or change other projects?

Hi,

I'm afraid not. As per this documentation users must have Jira Administrator global permision to be able to do so.
