Hi I have JIRA Cloud. I want to disallow users adding/removing/changing scope of a sprint, which I know is done through the Edit Issue permission. That works, however I want to allow them to edit the description of an issue. Is there a workaround for this?
You can't do it out of the box. You'll have to look for a plug-in that is available in the cloud. Probably not though
yeah, as Joe said, it will take a plug in, I was trying to see if we had a plugin that was doing something similar for us in our server instance (we've got a lot of plugins) but, while we are doing a lot of things with security, its all at the project or issue level.

I am not sure of the exact scope of your question, but have you taken a look at the manage sprint permission?

Unfortunately the manage sprint permissions only focus on:
Creating sprints
Starting sprints
Completing sprints
Reopening sprints
Reordering future sprints
Deleting future sprints
Editing sprint information (sprint name and dates)
Moving the sprint footer
So it does not affect editing the scope of a sprint
