Persistent error message when trying to created automated notification

I'm receiving the error message: "You cant add another IF statement when the previous one matches all items," when I click in the IF information block when attempting to create an automated notification in Service Desk.

I'm trying to create an automated notification that notifies a user when an issue reaches a specific status. It doesn't matter which action I select in the When category (i.e., Status Changed, Issue Created, etc.) the error message persists and blocks progress.

Any other suggestions for notifying specific users when a specific status is reached?
