Please find an example issue where the field was cleared and then review the issue history. That may explain what (or who) cleared the value from the field.

Please can you tell us more about this project? Is it company-managed or team-managed?
What kind of of project is it? What are people supposed to indicate in the field? When did you notice this behaviour started happening?
