Placeholder Resource/User for task

I'm planning out several tasks within my project and do not know which specific developers I'll be assigning to the tasks since the project hasn't kicked off yet. I'd like to have placeholder users like "Developer 1", "Developer 2", and "Project Manager" instead of actually assigning team members to the tasks right now. 

Can I do this in Jira?

Not with assignee, unless you create actual dummy users for Dev1, dev2, pm etc.

Yes, they will.

A better solution might be to have some labels on the issues that you ask new assignees to remove, or even just a simple custom field with a set of options to reflect the ones you need.
