Is it possible to create chart that displays planned hours vs actual hours in JIRA? I have tried using filters for this but can't seem to come up with anything...
These values are stored in two custom fields for each of our records and are numeric.
Any ideas?
Are you really storing planned and actual hours in custom fields? Or are you using standard estimated hours field and work log to record hours spent? (And if not using standard fields then why?)
If you use standard estimated hours and worklog then you can use eazyBI reporting application for JIRA to created planned vs actual hours reports and charts across many issue dimensions. It is possible to do reporting also by numeric custom fields but it would require a little bit more work (see "Totals of custom number fields" section in help page).
Right now we are planning on using custom fields however, if we find a plugin that has a timer feature to replace the current w/d/h/m system, then we would use the standard estimated hours field to record the hours. What's the monthly price of EasyBI for an OnDemand 25 user license?

And in nearest days there will be new eazyBI version deployed which will simplify reporting on numeric custom fields (which is your case if you store estimated hours in custom field).
