Can anyone explain why i may be receiving this pop up when i try to go into dashboard for Jira Cloud?

Welcome to the Atlassian community.

The explanation is in the content of the message. A patch has been released by the vendor of a third party app (Rich Filters). The network caching policies of the network you on are prevent your browser from displaying the changes until you do a hard refresh of your browser.

That is why the message is appearing.
