My team and I are not able to access our backlog, sprint boards and all the tools that are usually on the left hand menu. I get an error that says only Jira users can access it but I am an Admin on the jira board.

I am able to view JIRA project. we have 2 projects, 1 is for IT issues and the other for our product backlog and sprints management. The IT issues one works fine but our product one is not working.
In https://admin.atlassian.com, go to Directory, and review each user and confirm that they are allocated the Jira User product role under App Access.
This would be separate from their app access for Jira Service Management.
It looks like Jira changed us from the free plan to the standard plan and I think this may be the issue. We are 9 users, so is there a way to go back to the Free plan?

You may be in a situation where you were on the Standard subscription for a month and the bill at the end of the month did not get paid. In that case, Atlassian would deactivate your subscription due to non-payment. I believe you will have to pay the previous bill before you can reactivate your subscription.
You can try entering billing information, like a credit card, and see if it will hill the past due amount automatically and then reactivate your subscription. Then you could downgrade to the Free subscription as long as you have 10 or fewer users.

Seems to be issue with license 'probably'.
Are you logged in? Can you share screenshot of the error.
Also, with that
- Are you able to view JIRA project?
- Able to view boards? (If not, check for the filter associated with that - if restricted)
