Currently we are running our environment on Server . we found several plugins that we are using are paid one, if we purchase the license key for a validity of one year and in mid of year we migrated to cloud and in the cloud the same plugin is at free of cost.
what would be the justification for funds that i have paid. will atlassian provide any kind of reimbursement ?

If I understand correctly, you are concerned that you have paid for a license for a plugin for an on premise version of Jira, such as server or data center, but are wanting to refund that price because the licensing terms are different in Cloud.
Since the platforms are different, there is not a guarantee that the 3rd party licensing would be the same here. That said, we do have an FAQ in regards to refunds over in https://www.atlassian.com/licensing/cloud#cancellations-refunds
Which indicates that for Cloud subscriptions it can be possible if the request is made within 30 days of purchase. However that might not apply here since the paid plugin is a server one, and not in Cloud. But either way, I would suggest using the form on https://www.atlassian.com/company/contact/purchasing-licensing
In order to create a ticket with our support team regarding this. If it can be refunded, a ticket like this will be required.
I don't think. As Server and Cloud Plugins are completely different.
When you was on server you use that plugin as server license. However you can raise ticket with Plugin vendor as its related with third party plugin vendor not Atlassian
