Possibility to create common macro/plugin can both used in Confluence and JIRA

We are going to create this kind of user macro which can insert HTML on both Confluence and JIRA.  As I know right now, Confluence and JIRA are using their own code respectively.  Could we create the user macro can both used in Confluence and JIRA?

Any thing should we know before start developing?
