Possible Bug? Not all available members to assign issue to are listed in the drop down menu

We noticed today that when assigning issues the list no longer shows all available team members that should be visible in the drop down list. Previously, all Jira users were shown when the assign drop down menu was activated, now the list is considerably shorter and as in the example above doesn't include anyone but the person who created the issue. Board members can be added manually if the name is typed in the box. Behaviour is not limited to regular project board members but affects administrators as well (I have admin rights and took the screenshot myself). 

This behaviour is affecting new as well as older issues, so it seems to be a global behaviour. We have not changed any settings that may have caused this (at least to my knowledge). The board members who should be listed have sufficient rights to access and work on the project board. I am unsure as to why they are not appearing.

Project board settings are: Next Gen, Kanban design, private access setting, all team members are added as members with sufficient read and write rights. 

 It is much more efficient to select a name from a list than having to type it manually, so we would prefer to have the old behaviour enabled if possible. Any assistance would be highly  appreciated.
