I have formerly worked with Microsoft Teams Foundation Server (TFS) In this tool was an issuetype called 'Feature'. This issuetype does not exist in jira.
How is it possible to add or customize this issuetype in jira?
Yes you can create a new issue Type and name it feature. However it will be the same as a task/story from a hierarchical perspective. It can have sub-tasks if desired.

No. But you might consider Jira Premium which supports more hierarchy.
in standard and free you get the following hierarchy:
epic > task/story > subtask

Yes you can create custom issue type as per your requirement. Like as a Feature.
For this You need to have Jira Administration Permission, just follow the path which john has suggested you to create custom issue.
