We have 2 Jira servers we want migrated to a single cloud location. One server has over 700 projects and other has 5 projects. The larger server also has extensive app data from the Xray application.
We migrated the large server to the cloud via XML.
next we deleted the projects that contained Xray app data
we used JCMA to ,migrate the Xray projects into the cloud
we used JCMA to migrate the smaller server projects into the cloud.
We are finding that the links between projects that were migrates via XML and those migrated via JCMA are not being created after the projects are migrated via JCMA.
Is this expected behaviour?
Do we need to JCMA all the projects that have links to the projects planned to be migrated via JCMA?

As per this document, JCMA does not migrate links for to items that are not also being migrated.
I have not yet done a Jira to Cloud migration (though I'm going to do that in the next few weeks), but I interpret that to mean if you migrate project data in a separate manner or in separate JCMA sessions, then the links for only the issues that are migrated during the same JCMA session will be migrated.
