Potencial project fail

Hi,

I would like to ask you if there exists a way how to achive this:

- for each project have a total number of Flagged Issues (in past) = when user flag an issue (is +1) and unflag and again flag (is +1) the total number is then 2

The usage is simple - when there exists a project with a high count of flagged issues it seams it is a project with deep problems. So to catch the problem projects sooner then project manager came when it is a late to do something.

A current number of flagged issues is not enough.
