The provided script here adds To Do for Jira to the Azure Enterprise Apps, not Teams for Jira:

I'm trying to give permissions to a select number of users. Any help would be much appreciated.

If I understand correctly, you have some have troubles configuring the app "Microsoft Teams for Jira - Smart Connect".
If that's the case, then you may want to get in touch with the app vendor, using the details provided in the support tab of the marketplace listing for the add-on:
