I am really curious about what else the community thinks about this. Why? As an Atlassian consultant I hear this request all the time. So I somewhat agree what Nic Brough is saying, but at the other side of the spectrum you hear this so much, I have to take it serious. Again, please share your thoughts on this! There doesn't seem to be a solid solution. Well, you can do it with custom fields sort of, but also because of the new Cloud issue view, the custom fields won't be shown nicely like the Description field. Looking for best practices on why you shouldn't pre-populate, or why you should.

IMO and experience you accomplish this by creating the “form” within the issue creation using custom fields just as discussed in the previous post. The vale of this is that you can make specific fields required whereas if you place the form into a text field (Description) then you lose that control. The description is simply meant to be a free text field where they use or can provide more details about the issue at hand.
