In my issue report form I want to pre-select the assignee and have the issue automatically be assigned to them.
I also want to restrict the possible assignees to members of a group.
Is this possible in Jira Cloud?

You can configure Assignable user in permission scheme in issue administration section.
Jira Settings -> Issues -> Permissions Scheme (bottom on side bar).
You can set what permission scheme to use for what project and what values fields can have.
