Prevent cloning of disabled values in custom field

We want to require that when someone clones a ticket in Jira, if the selected value on a custom field has been disabled, they must select a new enabled value. Similar to the way that when you move a ticket and the original ticket did not require a field to be complete but the new one does.

I'm afraid there's no way to do that.  A clone really does the absolutely minimal flat "copy the old issue"
