Hi team, is there a possibility to prevent people outside the team from creating tickets in company based project?

Jira doesn't support Teams rather you can create a new group, include your team members in a group and include them to Create Issues permission and only leaving to that group.

@Ana Tanaskovic yes, you need to be the Jira admin to edit the permission scheme. Also, check if this is the default scheme and if there are any shared projects with this one. If this is the case, you should create a new permission scheme (copy the default one so you don't have to do anything from scratch).
For creating a group:
Go to Settings > User management > Groups and from there create a new group
For editing a permission scheme - applied to the new UI:
You also need to be the project administrator to see the project settings option. From there click on project settings > permissions > edit
Find the Create Issues permission > Update and select your group
And you are done.
