We have decided to consolidate a large number projects into a smaller number of projects.
As part of the process we will be creating links between the 'old' and 'new' issues using a new linktype that we have created so that users can easily find the replacement issue.
The old issue will have a link called 'Replaced by' and the new issue will have a reciprocal link called 'Replaces'.
Is it possible to configure Jira so that these links can only be deleted by certain users/groups/roles etc. while still allowing other users to create/delete other links in the new issue?

The link issues permission allows creation and delete and is not specific to the type of link. The nearest thing I know is to suppress the permission in workflow statuses
