 Hi. We have old licenses. For example, JIRA software from 2017 y on 250 users. What can we renew or upgrade? If we need upgrade to 500 users what price we will pay? Or renew?

You could renew the 250 and then upgrade to 500 users, but I really would not recommend that, it will cost you a lot more than the simple "buy a new licence for 500 users" and won't give you anything more.
