If I want to purchase XRay Enterprise do I first have to purchase XRay Test Management for Jira? so in effect I am paying 2 subscription fees?

To clarify, if you want to purchase Xray Enterprise, you need to already own Xray Test Management for Jira. Xray Enterprise is a paid upgrade that adds several important features to Xray. Firstly, I'd obviously recommend reaching out to the Xray sales team with this - they will be able to provide firm confirmation. Link: https://www.getxray.app/xray-enterprise

However, my experience in talking to them previously is that only a single license will have to be paid (Standard or Enterprise) and a single specific license key is given based on this subscription.

Unrelated side note - be careful of the attachment limit in Xray standard as it's only 50GB!
