I would like to create a Project setup with JIRA, Bitbucket and build pipline for 20 users..

Can I take 10 users in Standard plan and 10 users in premium? What is the best option you suggest.

bq. Can I take 10 users in Standard plan and 10 users in premium?

No. You cannot split the users by license. If you need the premium features then you'll have to pay the premium pricing.
