When working in one Project, can you create more than one priority schema? For example, if two teams are working within one Jira ticket, could a second priority scheme be created in the project so that both teams can rank their own priority even with the same ticket.

Jira has one default Priority field defined for issues. Note that this is for priority "categories" like Low, Medium, and High. Multiple issues can have the same value assigned for Priority.
If you want a second team to work on the same ticket and be able to set a different priority value on it at the same time, you would need to define a second custom field for that.
Can you provide more information about your scenario? What are the circumstances where you would have two teams working on the ticket? Why would they need different priorities on the ticket? How would you be using those priority fields for work organization or reporting?
Are you coming to Jira from another ticket managing system where you had this type of feature? If so, can you tell us what system that was?

Cloud does not yet have priority schemes, it is a global field.
Even if they did, then they are still a project level setting. If you want different priority schemes by issue type, those types should really be in a different project.
