Problem adding a new User

We are getting the following message when trying to invite a new user. Please advise how to resolve:

No Access

We couldn't find your initiation to this site. Ask you admin to send a new one. In the meantime, you can still access any other sites. Ok.

Hello, Good day. Whether the user has received the invitation email already? . What is the status of this user on Jira admin UI ?
