I add the field "Linked Issues" on issue create screen. It did show up during issue creation.
However, it keeps on reporting error "You do not have permission to link issues in this project." even if have granted the Link Issues permission to logon user
This post is quite old, but just in case someone having the same problem stumbles into it. The problem is caused by a bug: https://jira.atlassian.com/browse/JRA-25771, which has already been described by Akeles and has been fixed in JIRA 6.
You shouldn't be having this problem with linking issues on creation (without having edit issue permission) if you're using any JIRA version 6.0.x +

I have tested it out. If you need to add the linked issues during the issue creation screen, then the current user should also be required to have the edit issue permission for the project.

For the link issues permission, i even tried to grant it to Group(Anyone). However, problem still exit. FYI, both testing project is using same permission scheme. This problem happen only when i tried to "link issue" during a create action. I can link the same issue if i create the issue first and then using "Link" to link the issue.

What is "logon user" and how did you grant permission to it? Do you mean "Group: Anyone" or is it something like the default "jira-users"?
