Problems migrating JIRA to a new server

I have followed the instructions you have in regards to migrating JIRA to a new server.

I cannot proceed as I am getting the following error: Cannot add user, all the user directories are read-only.

JIRA Version: 7.1.0

Database: PSQL

The user directory or directories are misconfigured. Which one are you using? Also, what does the log file say the error is?
