I have 2 issues relating to time tracking. When I add time, the time is added but the dialogue box won't go away unless I refresh my browser. Also, if I track the wrong time and I try to delete the one that's wrong, it won't delete and freezes JIRA until I refresh.
Jira's time-tracking window sucks. It lags, has bad UX, it's terrible! Calendar always on my way, ESC closes the window, hard to focus textarea. It's crap. Who thought it is cool? It's not.

That's not entirely true as everything works fine if I use firefox which is giving me a bit of a head-scratcher.

So the issue is not related to browser/OS, but rather to your account on Jira Cloud. I believe that asking Atlassian support might be the only option in your case.
They should be able to fix that quite quickly having access to server logs.

And what OS do you use? I have seen similar issues when browsing desktop Jira using Safari on iPad.
Moreover, do you see the same error when logged in as you on a different machine? And vice-versa, are other users see such error on your machine?

Jira type is web and latest version using both on Opera and Chrome. Deleting cache does nothing to help with these issues what so ever. Can't see any javascript errors especially as my colleagues don't have the same issue as me.

can you write more details about your case? Jira type/version, browser/OS, etc.?
Have you tried to clear cache in your browser?
Can you look at the browser console and see if there are any javascript errors?
