Project Admin Gruop Creation

We need help in setting up Project admin group just as Jira admin group but the permission is restricted to Project creation,Workflow edit/remove,Issue creation and addning custom field.

This group should not have any acces to user management and other admin configuration settings.

This is not possible.  The Jira admin roles are all or nothing.
