Is the only way to officially close a project in Jira to archive or delete it? I have some historical projects that we need to access but when they are shown in our Jira instance people assume they are active/open projects. Looking for suggestions for how others may handle it. We currently use a naming convention but we are hoping for something better.

The solution you are able to use is to create a permission scheme where only the browse permission is granted to user who still need to see the project.
If you want to hide it for all, just give Jira admins the project admin permission and browse permissions to a project role
I would create a new ole in the system for this
Admins then still are able to add people to the role if access is required.
Jira Cloud offers project archiving, but only on a premium subscription

Create a Permissions Scheme called "Archived Projects" (or something like that).
In that scheme, preserve the Browse Issues permission (so people can see the issues), but don't let anyone Edit Issues.
Assign this permissions scheme to any projects that aren't active, but should still be referenced.
