I'm trying to understand the relationship between a project's backlog and its components.  When I add an issue to a component sometimes it displays on the project backlog and other times it does not.  Why?

Hello @Matthew Oursler

There is no direct relationship between product backlog and project components. As components represents project modules and different from project backlog. The only reason you see some issues with certain components on your project backlog is because the "JQL filter" configured for you board's backlog includes that component.

Basically boards are just a view on the issues and the issues which are returned as part of the JQL used by the board's configuration appear on the board. Thus, in your case please see the board's configuration and notice the JQL and which component is being used in JQL and that should give you what you are looking for.
