I've deleted a gadget and can't recreate it!
In my Jira Project Dashboard, I'm looking to show a two column table.
The first column contains the open Epic names.
The second column the count of tickets within that Epic.
Can anyone advise on how to set the filter, what dashboard gadget to use, and how to configure the gadget?

Welcome to the Atlassian community.
Considering only natively available gadgets, there is not a gadget that will simply list Epics and the number of child issues in them.
You could use the Two Dimensional Filter Statistics gadget. Define the Y-axis as Parent and the X-axis as Status.
That will create a row for each Epic and a column counting the issues in each status within that epic, with a total in the column on the right.
You can create a filter that selects all the child issues of interest, or selects the child issues for the Epics of interest, i.e.
parent in ("EPIC-1", "EPIC-2", "EPIC-3")

As mentioned already by @Trudy Claspill, you could use the Two Dimensional Filter Statistics gadget of Jira, which displays the Epics and count of issues under them (except sub-tasks). You could also try the Issue Statistics gadget of jira.
Unfortunately these gadgets display some additional info, that you do not need. For a getting that two-columns table that you are looking for, you will need to search for an app/plugin on Atlassian Marketplace.
If you are willing to use a plugin, our Great Gadgets app offers a Pivot Table & Pivot Chart gadget that can be configured to display your two-columns table with Epics and Count of tickets in those epics.
The gadget it very flexible, you can use it to split the data by many other criteria, display sum of story points within epic or calculate percentage of completion.
