Project Role members not being notified of Issue Created event

I have a project with a Notification Scheme set up to notify all users of a Project Role about the creation of issues:

I have validated this should be working within the UI as seen here:

I am getting notifications if users create the ticket from within JIRA, but not if the issues are created from a mail handler.

This just started on Friday January 6th 2017. Did something change with Cloud?
