Usually a project admin should have the access to edit the project type ( as per https://confluence.atlassian.com/adminjiraserver/defining-a-project-938847066.html )
But in my jira instance it is possible .What may be reason ?
Which permission should i check ?

In the Project Details screen, are you able to select another Project type from the list? From which project type to which project type are you trying to change?
Do you have a valid license for Jira Software, Jira Service Management and Jira Core?
Do you get an error message when you click on the Save details button?
