Project administrator rights

As a project administrator can I have a right to modify assigned to my project issue type schema, i.e. add/remove different issue types and at the same time not be able to modify schemas assigned to other projects?

Welcome to the Atlassian Community.

The short answer is No. Project Administrators cannot be granted permissions change which Scheme is assigned to their project, and they cannot be granted permissions to change the Issue Type Scheme.

If your Jira Administrators enable the Extended Project Administrator there may be additional permissions available to you. Review the information on that topic on this page:

Those permissions do not include the ability to manage the issue type scheme.
