Several forms were created to be used in a Jira project. Currently, only project administrators are able to edit the forms within the tickets. Project users and developers are not, and that is the problem. Permission schemes have been checked, Form configurations have been checked, Automation that could be preventing a user from editing a form within a ticket has been checked. For some reason, the project users cannot fill-out the forms. They do not see the "Edit " button in the upper right-hand corned of an 'open' form.

What is the type of the Jira project where the forms are being used? You can find the project type information in the Type column on the View all projects page available under the Projects menu.
How were the forms created? Did you use functionality native to Jira to create the forms, or are you using a third party app?
