Dear Jira Experts,
In Plan, I'm the admin of the project but in its Plan, I cannot update the issues as I cannot apply changes, such as assign Assignees (see yellow box). How do I configure my role (Administrator) so I can apply the changes in Plan's issues?

As the error message indicate, you have to make sure you have assign issue permissions in the project that the issue belongs to. Most likely you have to be added to a role in that project that have the right permissions.

Could you show me a list of steps to "grant assign issue permissions"?
I am the admin and I granted admins all the permissions in Project Permission, but I still cannot assign issues. WoW!
I don't understand, everyday I spend more time on Jira forums than doing my actual work because Jira is so complicated to understand. Layers and layers of permissions to configure.

Go to the project in question, then go to Project settings > Permissions. From here you can see who has the ability to assign issues and change the permission scheme if needed. Please note that if the permission scheme is shared across multiple projects and you change the permission it will affect all projects that is using that scheme.

Thanks. I have figured out the issue. For each group, I need to assign this group to a list of permissions first. I have added the Assignable Users permission to the assignees' group so now I can assign them to assignees of various issues. Thanks!
