I am just starting out with Jira.
Is it possible to create a project template with a generic Kanban (backlog / selected / in review / done) and ticket templates in it?
I would then like to duplicate this template every time I have a new project.

You can create a project and set it up the way you like then use this (template-like) when creating a new project. When creating the new project you can choose “from an existing project” that will mirror your config in the new project.

You can also use our app Deep Clone for Jira to work with template projects/boards.
You could either use the Project Clone to clone entire company-managed projects along with settings, issues, versions and components.
Or the Bulk Clone and Move feature, to clone and move the template issues to a target project.

Welcome to the Atlassian community!!
Currently, new templates cannot be created but the templates can be customised based on your use case. You can create schemes for Issue Types, Screens, Workflow, Permissions etc as per the requirements which can then be re-used for any of the new projects.
