Proper syntax for writing Number of attachments custom field condition

Hi guys,

I'm trying to create a workflow for a subtask. On that subtask is the "Number of attachments" custom field, which (should) update automatically when an attachment is uploaded. I want to write a condition that makes sure that number has increased by 1 before allowing the user to transition the issue. Can anyone help me out?

A condition to do that might be quite simple, but there's some missing behavioural rules here.  "Make sure the number of attachments has increased by 1" is part of the definition, but we need the rest.  Specifically "since when"?  Last edit?  Last transition?  Since it arrived in this status?  Since last week?
