Question about create user permissions

We are looking for a solution to restrict the ability for any Jira administrator to create users.

Both the jira-administrator and system-administrator Global Permission have the ability to create users - this is known.

Has anyone run into the same scenario and had success in restriction?

Frankly, if you need to do this you have the wrong people as administrators or you don't have a documented process to obtain an id. I'm not aware of any plugin that would allow you to do this.

Agreed on the administrators.  It's for a customer... too many admins for too long, so we're looking for something to curtail some privileges without removing everyone all at once to reduce the uproar.

If we do find something that will allow us to do this, I will certainly post back with a solution.  I'm sure we are not the only ones that have encountered this, and we've encountered it quite a bit :)
