Question on statuses from a transition from All: Can't see other similar transitions?

I noticed for the first time that in a status from a transition from All (Any) [not a status from All without a named transition], other transitions from All are not in the issue view Status drop down.  I assume this is on purpose, but I wonder why.

They should be if there are not Conditions that would prevent them from showing. Can you share some screen shots?
