Hi All,
It has been a while that I've been working in Jira to the degree that I am now. Some things are familiar yet some escape me so occasionally, I hit a wall. We are setting-up a new Jira project and we are not sure if our current project structure can be made secure from the Initiative-level.
Any input would be greatly appreciated.

Team managed projects are completely the wrong answer for this - they don't have powerful permissions, they don't do things cross-project (they're local siloes, not suitable for collaboration outside the team), they don't have security schemes, and they don't do the hierarchy you will probably want to set up.
With issue security, yes, you could set up something like:
No level = (the default) everyone on the project can see the issue
Vendor1 = your developers and Vendor1 can see issues with this level set on it
Vendor2 = your developers and Vendor2 can see issues with this level set on it
Vendor3 = your developers and Vendor3 can see issues with this level set on it
