Questions about field configuration scheme

We are using databse custom fields and one of the fields configured is from a large dataset.  Consequently, we are seeing a hang on issue create.  

Question: Are all fields in the system considered on the issue create scheme even if the fields are hidden in the field configuration scheme?

You have to make sure that the field is not present on the create issue screen in order for the screen to ignore the field instead of hiding the field via field configuration.
