Quick search in Jira Cloud

I have seen numerous posts that show a Jira top menu/navigation bar. I want to do a quick search on an issue and the instructions for doing so are here: https://confluence.atlassian.com/jiracoreserver073/quick-searching-861257204.html#Quicksearching-Jumpingtoanissue

Unfortunately these instructions (which appear new) reference the afore mentioned top navigation bar. So I have two questions:

1. Where is the top navigation bar, is it available in Cloud, and why don't I have it (yes, I can count - it's still one question :) )

2. If it doesn't exist in Cloud, how do you do the very simple "jump to an issue" that I need to do. It's a pretty basic thing...
