RTNS Listener - Auto Re-connect

RTNS services  got disconnected due to some network issue with stunnel and when issue was resolved and both RTNS services was auto reconnected but listener didnt auto reconnect and had to manually stop/start in order to resolve the issue with affirmation feeding back to Jira server instance.

Can the issue be investigated and find out why listener was not auto reconnected and how this can be prevented in future so no manual intervention required like RTNS services.
